ALLAN T. INGRAHAM , President, Criterion Auctions

Allan T. Ingraham is President of Criterion Auctions. His areas of expertise are auction design and strategy, applied game theory, detection of bid rigging, industrial organization, econometrics, and public finance.

Dr. Ingraham has provided auction support to bidders in the U.S. FCC’s AWS Auction, 700 MHz guard band reauction, C&F block reauction, 700 MHz guard band auction, PCS narrowband auction; in the United Kingdom’s 3G auction and BFWA auctions; in Canada’s 24-38 GHz auction; in Taiwan’s 3G auction; in Mexico’s 1.9 GHz and 800 MHz auctions; and in the New Jersey BGS auction. Furthermore, Dr. Ingraham has advised the Telecommunications Authority of Trinidad & Tobago and Electricite de France on the design and implementation of high-stakes auctions.

In addition to his support of buyers and sellers in high-stakes auctions, Dr. Ingraham has managed casework relating to telecommunications regulation and taxation, mergers in the markets for electricity generation and patient monitoring, CAFE standards in the automobile industry, design and implementation of softwood timber auctions in British Columbia, the market for players in the National Basketball Association, and the valuation of broadband spectrum.

Dr. Ingraham has written scholarly articles on the detection of bid-rigging in auction markets, the taxation and regulation of telecommunications services, and the measurement of athletic production in professional sports. He has published articles in Contributions to Economic Analysis and Policy, Yale Journal on Regulation, Topics in Economic Analysis and Policy, Telecommunications Policy, Canadian Journal of Law and Technology, and Virginia Tax Review.

Before joining Criterion Auctions, Dr. Ingraham worked as an auction consultant with Professor Peter Cramton of the University of Maryland. He also has worked as an economist for the U.S. Food and Drug Administration and has taught microeconomics and macroeconomics at the undergraduate level.

Dr. Ingraham earned M.A. and Ph.D. degrees in economics from the University of Maryland and a B.A. magna cum laude with honors in Economics from Colby College.
